and Police Executives
A Leadership Workshop for Police Middle Managers and Police Executives

Target Audience
This new workshop is designed to meet the needs of police middle managers and police executives who want to learn about the concepts and practices of successful business planning in the police environment.
The Challenge
Police officers moving through the ranks do not necessarily gain the financial planning and business management experience they need to fully understand the business side of policing. This workshop aims to help police middle managers and executives, many who have limited “business” experience, prepare for the challenges of responsible financial management within their police service.
Often, daily business decisions are made by Senior NCO’s who act as Detachment/Unit/Team Commanders but when promoted into these positions, they usually learn “on the job” and through their mistakes. They could be helped considerably through an understanding about how operational priorities fit with budgetary realities, who sets financial policy, how police budgets are divided, who authorizes budget increases and how to properly manage their budgets using sound stewardship.
These middle managers must also be able to understand and defend the budgets they prepare before higher organizational levels, whether it is to their supervisors or to their police board or commission. Responsible financial management should be learned in advance of being assigned from operational policing to positions where key business skills are required. This workshop aims to help that transition process.
Learning Methods
In this highly interactive workshop, participants will:
- Learn and discuss key business management practices for the policing sector from presentations delivered by business professionals and police financial managers;
- Participate in facilitated discussions with ample time for participants to learn together; and
- Apply their new skills to the police environment through a Case Study.
Facilitator: Andrew Graham
Andrew Graham is an Adjunct Professor at Queens University’s School of Policy Studies. He specializes in issue of public sector management. He has been actively involved in issues of police governance and oversight both in Canada and internationally for a number of years now. He has designed and taught this course several times. He has also worked with the Canadian Association of Police Boards on their work in establishing and implementing best practices. He has also worked with CPC, individual police services and CAPB on strategic issues such as risk management. He has also worked with the Ukrainian Ministry of the Interior on issues of policing in an emerging democratic state. In that context, he has researched this topic from a comparative international perspective.
Professor Graham has extensive experience in the criminal justice field, working in many operational and policy roles in federal corrections. He left the federal government after 14 years as an Assistant Deputy Minister and has been at Queens University for over 6 years.
Course Location
This workshop will be offered at the Ottawa campus of the Canadian Police College (CPC).

Tuition (including meals) = $375/day x 3 days = $1,125
On-site bedroom accommodation (if required) = $65/night x 3 nights = $195
Please note that travel expenses incurred by Municipal and Provincial Police agencies for this workshop will not be reimbursed by CPC through the “Travel Grant” as only CPC courses qualify for this.
