What is CPMP?
The Community Policing Mobilization Program (CPMP) is a continuing education opportunity established in 1996 to address a specific need in the policing community. A survey conducted throughout police services in Ontario identified the need for professional development opportunities for police managers, who were tasked with providing a service delivery consistent with the community policing philosophy.
After the first successful CPMP event was held at the Queen's University School of Business in 1997, it was quickly realized that a key component was missing from Community Policing Mobilization Program - community representation. Over the years, sharing leadership has sometimes been difficult for the police to accept, as they were conditioned to step in and take charge of situations and solve problems. For the philosophy of community policing to flourish, however, equal partnerships must be developed with the community. Thanks to funding provided over the years by the Government of Ontario, the community have participated as an equal partner to ensure that all delegates, both police and community, derived the full benefit of this unique professional development opportunity.
CPMP provides an opportunity for police and community practitioners of community policing to come together and apply a proven problem-solving methodology to real problems within a case study environment. The varied backgrounds and working experiences of attendees from all sizes of police services and communities provides a unique opportunity to actually conduct a problem solving process and to develop meaningful responses to the stakeholders of the problem. Past programs had certainly proved this benefit.
